MR JAMES OLUSOLA ODUPITAN – Permanent Secretary, (Cabinet Office)

PS- CABINET OFFICEMr James Olusola Odupitan was born on June 17, 1958 in Yaba, Lagos. He attended Eko Boys High School, Mushin from 1971 to 1975 for his secondary education and University of Ibadan from 1979 to 1982 where he obtained a Bachelors of Arts Degree (B.A Hons) in Language/Communication Arts. He also attended the University of Lagos from 1989 till 1990 for a Post Graduate Diploma (PGD) in Education in addition to a Masters in International Law and Diplomacy (MILD) from the same University in 1991.

Mr Odupitan also holds a Post Graduate Diploma (Theology) (2001) from the Redeemed Christian Bible College in addition to his Associate membership of the Chartered Institute of Personnel Management (CIPM).

He joined the Lagos State Public Service on April 18, 1985 and has served in different MDAs including the State Post Primary Teaching Service Commission (1985 till 1990), Lagos State Ministry Of Education (Oct,1990 till 1995), Lagos State Public Service Staff Development Centre (Jan,1996 till Sept, 2001), Ministry Of Establishments &Training (Sept, 2001 till March, 2002), Ministry Of Education (March, 2002 till Feb, 2006), Ministry Of Economic Planning And Budget (Feb,2006 till Dec,2008).


Mr James Odupitan has also served at the State Tenders Board (STB) from Jan, 2009 till June, 2015 and was Secretary, STB- (2012-2015); Office of Transformation, Creativity & Innovation from June till August, 2015; and the State Audit Service Commission where he served from August till November, 2015 as a Permanent Secretary before his present deployment to the Cabinet Office in November 2015 where he is serving till date.


He has handled key assignments including Head of Training, Public Service Staff Development Centre (PSSDC), Magodo (1996 till 2001), Acting Director General, PSSDC, Magodo ( Dec, 29, 1997 till January 22, 1998), Project Coordinator, Lagos State UBE/World Bank Assisted Project (2002 till 2006) and Acting Director (Finance & Admin), Min of Economic Planning & Budget (Dec/Jan 2006 and Dec/Jan 2007).


Among the key courses he has attended within the last 10 years are: Target Setting and Performance Measurement For Public And Private Sectors, NCEMA, Ibadan. (16-27 October, 2000); World Bank Procurement Workshop @ Premier Hotel, Ibadan, (24-28 June, 2002); Human Resource Management-Skills And Techniques at Crown Agents, U.K. (12-23 July,2004); Strategic Choices For Education Reforms at WORLD BANK HQ, Washington, D.C, U.S.A. (3-14 Oct.2005); Advanced Human Resource Management at N.I.M. He is happily married with children.
